Rule 31
Amendment to Rule 65 of the Principal Regulations

Rule 65 of the Principal Regulations,-
(1) At the beginning of clause (a), the words "contrary to the criteria of rule 59 and" are added.
(2) In place of clause (b), the following clause (b) has been placed:-"(b) Among the bids received in accordance with this regulation, the bid of the one who has fulfilled the evaluation criteria prescribed by this regulation shall be accepted."

< (3) In place of clause (f), the following clause (f) has been placed:- “(f) In case of cost estimate, if the cost estimate is more than ten percent of the fixed figure, the reason shall be disclosed in writing from the above authority for the lowest evaluated bid. It can be accepted by taking consent. If the cost is more than 10 percent of the estimate, the tender will have to be called again. Even after calling for re-bids, if the cost is more than ten percent of the estimate, re-bids will have to be re-invited after reviewing the cost estimate. Sub-clauses (3) and (4) of the same clause have been deleted instead of the words "must work", and instead of the words "five crores" in sub-section (2), the words "twenty-five crores" have been deleted.

(5) Clauses (l) and (d) are deleted. When approving the bid according to the regulations, the bid must be approved by making a comparative table of the bids. After the bid is accepted, the names of the bidders, the evaluation marks of all the bidders and the basis of acceptance of the accepted bid and the marks shall also be made public."
